इन दिनों देश में सिर्फ और सिर्फ जीएसटी की चर्चा है. जीएसटी यानी माल एवं सेवा कर. यह समझ में किसी को नहीं आ रहा लेकिन एक दूसरे को समझा सब रहे हैं. लेकिन मेरी चिंता जीएसटी समझ में आने या नहीं आने की नहीं है. मेरी चिंता है कि देश के सबसे बड़े आर्थिक सुधार के वक्त भी एक महत्वपूर्ण सेवा पर सरकार ने रुख स्पष्ट नहीं किया है.

महत्वपूर्ण सेवा यानी प्रेम, प्यार, इश्क, मुहब्बत.

प्यार भी एक सर्विस है, जिस सेक्टर में लाखों लोग लगे हुए हैं. इस सर्विस सेक्टर का दायरा व्यापक है. 14-15 बरस के बच्चों से लेकर 65-70 साल तक का बुज़ुर्ग लगा हुआ है. लाखों लोग तो इस सेक्टर में व्यस्त होने की वजह से ही शांत बैठे हैं, वरना बेरोज़गार आशिक समुदाय किसी दिन दंगा-फसाद पर उतारु हो गया तो देश का माहौल बिगड़ सकता है.

‘प्यार सेवा क्षेत्र’ में व्यस्त कई प्रेमी इस इंतजार में दंगा नहीं करते कि कभी तो उनके भी अच्छे दिन आएंगे और प्रेमिका हां बोलेगी. जिनकी प्रेमिकाएं हां बोल चुकी होती हैं, उनके पास प्रेमिकाओं को घूमाने-फिराने, खाने-खिलाने और डिमांड पूरा करने से ही फुर्सत नहीं मिलती कि वो दंगे-फसाद के बारे में सोच सकें. प्रेम सेवा क्षेत्र देश का ऐसा इकलौता कोर सेक्टर है, जिसमें मंदी के बावजूद मंदी नहीं आती. रोजगार नहीं घटता. युवा स्कूल-कॉलेज से निकलते ही इस सर्विस सेक्टर में आ जाता है. बिना बैंक से कर्ज लिए, बिना कोई कोर्स किए.




अलग-अलग प्रेमी, अलग-अलग टैक्स

लेकिन अपनी सरकार से मांग है कि इस सेवा को भी जीएसटी के दायरे में लाया जाए. 5, 12, 18 और 28 फीसदी कर की तरह लव सर्विस सेक्टर में जुटे कामगारों के लिए भी अलग कर निर्धारित किया जाए. दरअसल, जीडीपी में अहम योगदान देने वाले प्रेमी वर्ग के बारे में कभी कायदे से सोचा ही नहीं गया. वरना सोचिए हर तीसरे दिन गिफ्ट लेने-देने, हर हफ्ते सिनेमा दिखाने, बेवजह गाड़ी में बैठाकर शहर के चक्कर लगाते हुए पेट्रोल फूंकने, यूं ही महबूब को देखते हुए कॉफी पीने वगैरह से जीडीपी में कितनी बढ़ोतरी होती है. ये सर्विस बंद हो जाए तो जीडीपी को खासा झटका लग सकता है.

दरअसल, सरकार को समझना चाहिए कि हर प्रेमी एक समान नहीं होता. एक प्रेमी उधार का स्कूटर-बाइक लाकर प्रेम में जुटता है. यह वो प्रेमी होता है-जो प्रेम खुद करता है लेकिन पेट्रोल दोस्त का फूंकता है. इस प्रेमी वर्ग की औकात कॉफी हाऊस में बैठकर कैपेचिनो पीने की नहीं होती तो वो बुद्धा गार्डन टाइप के गार्डन में प्रेमिका को भारी रिस्क पर ले जाता है. कभी पुलिस के डंडे खाता है, कभी ‘बंजरगियों’ के हाथों ठोंका जाता है. ऐसे प्रेमियों को सरकार को प्रेम भत्ता देना चाहिए.
एक अन्य गरीब किस्म का प्रेमी होता है, जो कमाता है लेकिन पेट काट काटकर प्रेम करता है. प्रेमिका को मल्टीप्लेक्स में फिल्म दिखाने ले जाते वक्त उसका दिल जोर-जोर से धड़कता है कि अगर उसने पॉपकॉर्न के अलावा नाचोज और कोल्डड्रिंक का कॉम्बो भी मंगवा लिया तो क्या होगा? मॉल से निकलने से पहले उसके मन में हज़ारों तरह की विपत्तियों की आशंका इसलिए आती रहती है कि कहीं विंडो शॉपिंग करते हुए लड़की वास्तव में कुछ पसंद न कर ले

चूंकि ये समाज पुरुषवादी है इसलिए बिल देने की मजबूरी और जिम्मेदारी पुरुष की है. वरना कभी-कभी होना ये भी चाहिए कि लड़का मॉल में धांसू सी जींस देखे, और बोले-बेबी, ये जींस मुझ पर अच्छी लगेगी ना? तुम्हारा जानू स्मार्ट लगेगा न ! और बेबी बोले- यस जानू…..लेट मी पिक इट फॉर यू

लेकिन नहीं, अमूमन ऐसा नहीं होता. शॉपिंग का बिल देकर ही बंदा ‘मर्द’ होने की खुशफहमी या गलतफहमी को बनाए रखता है.


खैर, सरकार को चाहिए कि पेट काट-काटकर प्रेम करने वाले ऐसे प्रेमियों के लिए एक अलग ‘प्रेमाधार’ कार्ड बनवाए और इन्हें कॉफी हाऊस से लेकर सिनेमाघरों तक में डिस्काउंट मिले. वरना, सीसीडी और बरिस्ता में इन दिनों कॉफी का जो रेट चल रहा है, उसके बीच कोई ब्यॉयफ्रेंड महीने भर गर्लफ्रेंड को रोजाना वहां ले जाए तो बैठे बैठाए बीपीएल कैटेगरी यानी गरीबी रेखा के नीचे आ सकता है. देश के लाखों प्रेमियों को आधार से ज्यादा इस प्रेमाधार कार्ड की जरुरत है.


एक श्रेष्ठि वर्ग का प्रेमी होता है, जो हेलीकॉप्टर पर सवार होकर आता है. मर्सिडीज में गर्लफ्रेंड को घुमाने ले जाता है. सात सितारा होटल में रुतबा दिखाने के लिए प्रेमिका और उसकी फ्रेंड्स को पार्टी देता है. महंगे गिफ्ट को एक्सक्लूसिव मुहब्बत मानता है. इस प्रेमी वर्ग पर 50 फीसदी कर लगाया जाना चाहिए ताकि प्यार की सेवा देने वाला बाकी प्रेमी वर्ग महंगाई से बचकर बेतकल्लुफी से प्यार कर सकें. प्यार में जीएसटी लाकर समाजवाद लाया जाए !

एक औरत को आखिर क्या चाहिए होता है?

एक बार जरुर पढ़े ये छोटी सी कहानी:

राजा हर्षवर्धन युद्ध में हार गए।
हथकड़ियों में जीते हुए पड़ोसी राजा के सम्मुख पेश किए गए। पड़ोसी देश का राजा अपनी जीत से प्रसन्न था और उसने हर्षवर्धन के सम्मुख एक प्रस्ताव रखा...

यदि तुम एक प्रश्न का जवाब हमें लाकर दे दोगे तो हम तुम्हारा राज्य लौटा देंगे, अन्यथा उम्र कैद के लिए तैयार रहें।

प्रश्न है.. एक स्त्री को सचमुच क्या चाहिए होता है ?

इसके लिए तुम्हारे पास एक महीने का समय है हर्षवर्धन ने यह प्रस्ताव स्वीकार कर लिया..

वे जगह जगह जाकर विदुषियों, विद्वानों और तमाम घरेलू स्त्रियों से लेकर नृत्यांगनाओं, वेश्याओं, दासियों और रानियों, साध्वी सब से मिले और जानना चाहा कि एक स्त्री को सचमुच क्या चाहिए होता है ? किसी ने सोना, किसी ने चाँदी, किसी ने हीरे जवाहरात, किसी ने प्रेम-प्यार, किसी ने बेटा-पति-पिता और परिवार तो किसी ने राजपाट और संन्यास की बातें कीं, मगर हर्षवर्धन को सन्तोष न हुआ।

महीना बीतने को आया और हर्षवर्धन को कोई संतोषजनक जवाब नहीं मिला..

किसी ने सुझाया कि दूर देश में एक जादूगरनी रहती है, उसके पास हर चीज का जवाब होता है शायद उसके पास इस प्रश्न का भी जवाब हो..

हर्षवर्धन अपने मित्र सिद्धराज के साथ जादूगरनी के पास गए और अपना प्रश्न दोहराया।

जादूगरनी ने हर्षवर्धन के मित्र की ओर देखते हुए कहा.. मैं आपको सही उत्तर बताऊंगी परंतु इसके एवज में आपके मित्र को मुझसे शादी करनी होगी ।

जादूगरनी बुढ़िया तो थी ही, बेहद बदसूरत थी, उसके बदबूदार पोपले मुंह से एक सड़ा दाँत झलका जब उसने अपनी कुटिल मुस्कुराहट हर्षवर्धन की ओर फेंकी ।

हर्षवर्धन ने अपने मित्र को परेशानी में नहीं डालने की खातिर मना कर दिया, सिद्धराज ने एक बात नहीं सुनी और अपने मित्र के जीवन की खातिर जादूगरनी से विवाह को तैयार हो गया

तब जादूगरनी ने उत्तर बताया..

"स्त्रियाँ, स्वयं निर्णय लेने में आत्मनिर्भर बनना चाहती हैं | "

यह उत्तर हर्षवर्धन को कुछ जमा, पड़ोसी राज्य के राजा ने भी इसे स्वीकार कर लिया और उसने हर्षवर्धन को उसका राज्य लौटा दिया

इधर जादूगरनी से सिद्धराज का विवाह हो गया, जादूगरनी ने मधुरात्रि को अपने पति से कहा..

चूंकि तुम्हारा हृदय पवित्र है और अपने मित्र के लिए तुमने कुरबानी दी है अतः मैं चौबीस घंटों में बारह घंटे तो रूपसी के रूप में रहूंगी और बाकी के बारह घंटे अपने सही रूप में, बताओ तुम्हें क्या पसंद है ?

सिद्धराज ने कहा.. प्रिये, यह निर्णय तुम्हें ही करना है, मैंने तुम्हें पत्नी के रूप में स्वीकार किया है, और तुम्हारा हर रूप मुझे पसंद है ।

जादूगरनी यह सुनते ही रूपसी बन गई, उसने कहा.. चूंकि तुमने निर्णय मुझ पर छोड़ दिया है तो मैं अब हमेशा इसी रूप में रहूंगी, दरअसल मेरा असली रूप ही यही है।

बदसूरत बुढ़िया का रूप तो मैंने अपने आसपास से दुनिया के कुटिल लोगों को दूर करने के लिए धरा हुआ था ।

अर्थात, सामाजिक व्यवस्था ने औरत को परतंत्र बना दिया है, पर मानसिक रूप से कोई भी महिला परतंत्र नहीं है।

इसीलिए जो लोग पत्नी को घर की मालकिन बना देते हैं, वे अक्सर सुखी देखे जाते हैं। आप उसे मालकिन भले ही न बनाएं, पर उसकी ज़िन्दगी के एक हिस्से को मुक्त कर दें। उसे उस हिस्से से जुड़े निर्णय स्वयं लेने दें।
